International and Institutional Relations

The International and Institutional Relations area is responsible for all the activity of the Ministry linked to the monitoring of international cooperation in matters of primary, secondary education and vocational training.

This area works in close collaboration with other ministries, especially with the Ministry of Foreign Affairs, and with other government agencies that participate in foreign action.

These actions are especially relevant in the framework of the European Union and in that of the Iberoamerican countries, one of the priorities in Spanish foreign relations, and with which it cooperates through the Organization of Iberoamerican States and other organizations such as the Andrés Bello Agreement.

There are two Education Offices in charge of relations with international organizations:

• Education Office at the Permanent Delegation of Spain to the OECD, UNESCO and the Council of Europe: it supports and collaborates with these international organizations for the creation of quality, inclusive and equitable educational systems.
• Education Office at the Permanent Representation of Spain to the European Union: it defends and negotiates the Spanish position in the decision-making in the European Union.
